There is no responsible single price for opening a senior footwear store in Malaysia. The required cash depends on the entry model, city, premises, fit-out, opening inventory, import treatment, staffing, launch plan and operating runway.
The useful distinction is between costs that ZULIZ currently removes and costs that a local operator must still fund. Short answer: build the budget from the model, not a screening band
ZULIZ does not require one fixed high-dollar store-opening budget. The lowest-barrier route is to start with samples or a controlled mixed-SKU test, then consider an existing-store corner, shop-in-shop or dedicated store only after local demand and sell-through have been validated. There is no brand usage fee, and the US$50,000 brand security deposit is waived under the current cooperation policy.
A better first decision is how much local proof the operator already has:
- Sample and channel validation: inspect products, test fit and collect feedback before carrying commercial inventory.
- Small mixed-SKU test: sell through an existing store, online channel or controlled retail test before taking a lease.
- Shop-in-shop or retail corner: use existing traffic and infrastructure while adding display, fitting, stock and training.
- Standalone store: fund a dedicated site, fit-out, opening stock, staff, local launch and operating runway.
- Wholesale or regional distribution: invest in inventory, warehousing, sales coverage, local delivery and retailer development rather than one public-facing store.
The lowest-cash route is usually the one that reuses an existing channel and tests demand before adding fixed premises costs. That is a planning principle, not a guarantee that the test will sell or that it will qualify for every ZULIZ support term.
Why Malaysia is worth testing, but not assuming
Malaysia's demographic direction makes senior-focused retail relevant. The Department of Statistics Malaysia reported that people aged 65 and above represented 8.0% of the population in 2025, up from 7.6% in 2024. See the official Current Population Estimates, Malaysia, 2025.
That statistic supports category investigation; it does not prove demand for one store, city, price or SKU. The retail mechanism must still be tested. Some older shoppers want more room, easier entry, cushioning, breathable materials or a more comfortable everyday fit. Family members may influence or pay for the purchase. A specialist retailer can create value by helping the shopper compare fit and use, but the local offer succeeds only if relevant customers accept the product, price and service.
ZULIZ reports that global cumulative sales have exceeded 100,000,000 pairs. This is brand-provided cumulative scale. It is not an annual-sales figure, evidence of demand for every product, proof of Malaysia sell-through or a profit forecast for any partner.
Use five ledgers to calculate the opening cash requirement
A headline franchise figure hides the decisions that determine risk. A Malaysia operator should separate five ledgers and obtain a dated source or quotation for every line.

This formula makes the policy benefit visible without understating the business. Removing the brand usage fee and waiving the security deposit can preserve capital for the test, inventory, customer acquisition and runway. The remaining ledgers still need real cash and documented assumptions.
Malaysia costs that need local verification
Company structure and filing
The Companies Commission of Malaysia lists an RM1,000 application fee to incorporate a company limited by shares and RM50 for each 30 days of company-name reservation. See SSM's official Table of Fees. These are filing fees, not the full cost of establishing or maintaining a business. Professional support, a company secretary, registered address, accounting, tax, banking and other obligations can add cost.
The correct structure also depends on who owns and operates the business. MalaysiaBiz notes that registration under the business-registration route for a sole proprietorship or partnership is limited to Malaysian citizens or permanent residents. A foreign applicant should not copy a local sole-proprietor budget. Confirm the suitable structure, resident-director and ownership requirements, approvals and ongoing obligations with SSM and qualified Malaysian advisers.
Business, premises and signboard licences
A retail business may need approvals linked to its activity and local authority. Requirements can differ by state, municipality, premises, renovation, signage and any additional regulated activity. Use the government MalaysiaBiz Business Licensing Search, then verify the result with the relevant local authority before signing a lease or beginning fit-out.
Do not describe senior comfort footwear as a medical device, treatment product, diabetic shoe, rehabilitation product or fall-prevention product unless the exact SKU, evidence and Malaysian regulatory position support that claim. Ordinary comfort footwear does not become a medical product because it is sold to older adults.
Rent, deposit and fit-out
Kuala Lumpur, Selangor, Penang, Johor Bahru, Ipoh, Melaka, Kuching, Kota Kinabalu and other markets do not share one rental structure. Even within one mall, floor, frontage, unit size, service charge, turnover rent, rent-free period and fit-out rules can differ.
Request a complete occupancy schedule that includes deposit, advance rent, service charges, utilities, renovation deposit, fitting-out period, reinstatement, escalation and any turnover rent. Price design and build separately: flooring, lighting, shelving, accessible circulation, seating for try-on, storage, signage, point-of-sale equipment and contingency. A lower rent is only useful if the site still reaches older shoppers and family buyers; high footfall is only useful if enough of that traffic converts.
Staffing and statutory employment cost
Malaysia's Minimum Wages Order sets the national minimum basic wage at RM1,700 per month. The Ministry of Human Resources states that the rate applied to all employers covered by the order from 1 August 2025 after the smaller-employer transition ended. See the official minimum-wage implementation statement. Minimum wage is a legal floor, not a complete retail payroll budget.
Add the number of employees, shifts, relief coverage, incentives, training time and applicable statutory contributions. EPF contribution treatment depends on wage band, age and employee status; use the current EPF employer contribution schedule and verify SOCSO, EIS and other obligations for the actual team. Senior footwear also requires staff who can explain fit and use patiently. Reducing payroll at the cost of customer service can damage conversion.
Import, tax, clearance and inland delivery
There is no safe universal import percentage for every shoe. Treatment depends on the exact HS code, materials, country of origin, trade preference, importer documentation and current customs rules. Royal Malaysian Customs states that sales tax applies to taxable goods imported into Malaysia, while its goods guide separates treatment by product and tariff heading. Use the current Guide on Sales Tax Rates for Various Goods and obtain an item-level classification from a qualified customs broker before pricing.
A pair supplied at no additional merchandise charge should not automatically be entered at zero customs value. Freight, duty, sales tax, clearance, handling and local delivery can still apply. The written order and customs documents must use the treatment required by the authorities and the appointed broker.
How the low-barrier order path changes merchandise economics
There is no universal MOQ for every market, product and cooperation model. A prospective partner can request samples or discuss a small mixed-SKU test. This is a low-barrier path, not a promise of zero MOQ: the practical quantity depends on the selected styles, size mix, packing, logistics, channel and written agreement.
If the market plan is credible, the first commercial order can use more of the current support. Under an agreed written plan, eligible purchased pairs in a qualifying first commercial order may be matched with an equal number of eligible support pairs at no additional merchandise charge. Support goods may be different eligible SKUs. Headquarters will normally recommend variety so the local operator can test more use cases, sizes and product stories.
Eligibility, purchased quantity, support quantity, SKU and size mix, availability, timing, shipment treatment and all other conditions must be confirmed in writing. The policy must not be represented as an automatic benefit on every style, every order or every reorder.
For selected styles, the effective average merchandise cost can start below US$10 per pair after applicable support. This is not a universal wholesale price and it is not Malaysia landed cost. A complete landed-cost model still adds freight, insurance, duty, sales tax, customs or broker charges, handling, warehousing, inland delivery, loss and any other inbound cost.
Turn the opening order into a sell-through test
A low average merchandise cost does not create profit if the wrong sizes and styles remain unsold. Exchange rates do not create profit by themselves either. The governing variable is sell-through: whether local customers buy the inventory at a price that covers real landed and operating costs.
A useful first test records each SKU, size, colour, channel and receipt cohort. For each cohort, track:
- units received, sold and remaining;
- full-price and discounted sales;
- try-ons and conversion where measurable;
- return or fit reasons;
- days to first sale and days to reorder;
- gross margin after actual landed cost; and
- cash recovered before the next purchase is due.
Review slow stock by SKU, size, channel and receipt cohort. The first response should be operational: improve the product explanation, move the item to the right channel, correct the size mix, adjust the next order or use a controlled markdown. A regional warehouse transfer may be discussed when suitable inventory, logistics, cost and a written agreement make it practical. This is not an unrestricted transfer, exchange or buy-back promise.
Model gross margin, break-even and cash separately
ZULIZ's current commercial planning range is an approximately 60% to 70% possible average retail gross-margin objective under suitable local pricing and normal sell-through. It is not guaranteed, and it is not net profit.
Use net retail revenue after discounts and returns. Use the landed cost attributable to the same inbound cohort. A purchase support credit directly attributable to that cohort can reduce its merchandise cost. An after-sales credit generated by a previously sold cohort should remain with that relevant claim and sales cohort; it should not be moved into a new order merely to make the new order appear cheaper.
Gross profit must still cover rent, payroll, statutory contributions, payment fees, local marketing, utilities, software, delivery, returns, stock losses, professional services and other overhead. Net profit remains only after those expenses. A spreadsheet that shows 60% to 70% gross margin but assumes perfect sell-through, no markdowns and no returns is not a decision-ready plan.
Protect the customer promise and the partner's records
ZULIZ's current after-sales commitment covers qualifying sole separation or sole break cases reported within the applicable one-year period stated in the written policy. The cooperation partner should retain purchase or order evidence, the SKU, clear photographs and video. After policy review and verification, the approved corresponding amount is credited directly against the cooperation partner's goods payment. Global coordination is handled through the applicable local store, agent, distributor or cooperation channel.
This should not be described as an automatic cash refund, unconditional consumer replacement or coverage for every product issue. The local seller still needs a clear customer-service process that complies with Malaysian consumer law and matches the written ZULIZ partner policy.
Product communication should stay equally disciplined. Comfort, fit, easy-on design, breathability, cushioning and everyday walking use may be discussed when supported by the exact product. Therapeutic, diabetic, rehabilitation, fall-prevention, clinical-performance, anti-slip or antimicrobial claims require SKU-specific evidence and destination-market regulatory review.
Choose the Malaysia entry model with a stage-gate plan

Ordering samples, placing an order, opening a store or becoming a wholesaler does not automatically create import, distribution, master-franchise or exclusive territory rights. Any such rights must be defined in a final written agreement, including products, channels, territory, term, performance obligations, review, renewal and termination.
Information to prepare for a decision-ready ZULIZ inquiry
Send enough information for the brand and the operator to test one business case, not merely exchange a generic brochure:

- Staffing, local marketing and operating-runway budget.
- Sell-through, reorder and slow-stock decision rules.
- Any requested channel or territory rights for written review.
The next output should be a written Malaysia launch sheet showing the five ledgers, selected SKUs, eligible purchased and support pairs, landed cost, tested retail price, gross-margin scenario, break-even volume, inventory review rules and after-sales workflow. That is the document that turns a low-barrier policy into a commercial decision.
Final decision rule
A prospective Malaysia partner should ask, “What is the smallest model that can prove sell-through without starving the business of inventory, service, marketing or working capital?” Begin with samples or a controlled mixed-SKU test, then scale only when the local evidence supports the next step.
ZULIZ's current policy removes the brand usage fee, waives the US$50,000 brand security deposit and can materially reduce the effective average merchandise cost of a qualifying first commercial order. Those terms can lower the barrier to validation. They do not replace local company, licensing, premises, payroll, import, tax, logistics and operating costs, and they do not guarantee margin, sales, sell-through, payback or profit.
Start with samples or a disciplined mixed-SKU test if local evidence is weak. Scale only when the operator can show customer acceptance, reliable landed cost, workable gross profit, controlled inventory and enough cash runway for the chosen Malaysia model.
